Enclosed you will find detailed format information and a preliminary rundown of the upcoming We the People/Wisconsin Supreme Court forum.
Basics
Date of Forum: Friday, March 24, 2000
Location: 119 Martin Luther King Jr., Blvd (temporary Supreme Court chamber)
6:15 p.m. Candidates arrive (room available before debate for staff and candidate)
6:30 p.m. Coin toss with candidates
6:45 p.m. All participants and guests seated
7:00 p.m. Broadcast begins
General Broadcast Information
Coin Toss
At 6:30 p.m. both candidates, or their representatives, will meet with the producer and another partner of WTP for the official coin toss in the chamber.
Coin Toss #1 The winner decides the order of closing statements. The loser decides the order of opening statement/question. Whoever makes the opening statement/answer to question will also give the first response to a citizen question.
Coin Toss #2 The winner decides the order of candidate-to-candidate questions.
Moderator
Dave Iverson, of Wisconsin Public Television, will be the lead moderator of the forum.
Citizen Questioners
Twenty citizens (and several alternates) will sit on the bench, or in the front row, and act as questioners during the forum. These diverse participants will be randomly selected by Mazor/Zachow and will represent a cross-section of the state.
Estimated Number of Questions
7 to 14 from citizen questioners on the bench and in the front row.
Format
Opening Question
Each candidate will be allowed 60 seconds to address the following question: How does your background qualify you for a seat on the state Supreme Court?
Closing Statements
Each candidate will be allowed a 90-second closing statement.
Response Time for Candidates
Response times will be :60 seconds for each citizen question.
Rebuttals will be limited to :30 seconds, and will follow this pattern:
Citizen Question #1
Candidate A: 60-second response
Candidate B: 60-second response
Candidate A: 30-second rebuttal
Citizen Question #2
Candidate B: 60-second response
Candidate A: 60-second response
Candidate B: 30-second rebuttal
Candidate-to-Candidate Questions (this segment set-up with additional response time)
Each candidate will be able to ask at least one question of the other candidate. A coin toss before the broadcast will determine which candidate is allowed to ask the first question. The following are the times allotted for this segment:

Candidate A: 20-second question
Candidate B: 60-second response
Candidate A: 30-second follow-up or 2nd question
Candidate B: 30-second response

Candidate Guests
Each candidate will be allowed 10 guest tickets for family, friends and staff. There will also be monitors available at the Wilson Street Grill (reception location) and guests may view the broadcast from there.
A guest list is requested by Tuesday, March 21st of all campaign staff and guests who will be in attendance or wish to view the broadcast from the Wilson Street Grill. This list may be faxed to , emailed to or phoned to 833-xxxx. Unregistered guests will not be admitted to the broadcast.
Campaign guests are asked to arrive at the temporary Supreme Court chamber between 6:20 and 6:40 p.m. Everyone must be seated by 6:45 p.m. Late arrivals may not be admitted to the broadcast.
No props, t-shirts or campaign buttons will be allowed throughout the entire program. Participants and guests will be notified about this prior to the broadcast. Participants and guests will be cautioned that they may not be admitted if they do not comply with these rules and will be asked to leave if causing disruptions during the broadcast.
Reception
We the People/Wisconsin will host a reception at the Wilson Street Grill following the forum. Candidates, family members and guests are encouraged to join us following the forum. Again, please contact me by Tuesday, March 21 with the names of your guests.
